Editorial Policies

Aim and Scope

The aim of the Journal is to highlight important fundamental and practical issues that are of interest for scientific community in the field of materials for micro- and nanoelectronics, study of their structure and properties and method of their control. 

The objective of the Journal is to publish novel research results obtained by scientists and postgraduate students of higher education institutions and scientific organizations of Russia, CIS and other states, as well as reviews and proceedings of respective conferences.

The Journal deals with multiple topics including materials science and technology of crystalline semiconductors, dielectrics, magnetic materials, physical properties and technologies of multilayered structures and composite materials including nanostructural ones, structure and properties of interfaces, non-thermal methods of activating physical processes, quantum sized structures and nanocrystals, properties of amorphous and organic semiconductors, simulation of heat, hydraulic and gas growth dynamics single crystals and epitaxial layers for electronics, as ell as synthesis and purification of semiconductor grade materials.

SEMICONDUCTORS - Публикуются статьи и обзоры, связанные с теоретическими основами и достижениями в процессах выращивания объемных полупроводниковых материалов (монокристаллических, поликристаллических, мультикристаллических и аморфных), общими вопросами материаловедения полупроводников, а также с оценкой рынка и перспектив развития полупроводниковых материалов и приборов.

Open Access Policy

This is an open access journal which means that all content is freely available without charge to the user or institution. Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles, or use them for any other lawful purpose, without asking prior permission from the publisher or the author. This is in accordance with the BOAI definition of open access.

 

Peer-Review

All the articles submitted to the Journal are necessarily examined by referees. Upon the receipt of an article the Editorial Board carries out initial examination and checking for compliance with the topics and requirements of the Journal.

If not compliant with the topics of the Journal, a manuscript is rejected, and an appropriate notification is sent to the authors.

Articles complying with the requirements and topics of the Journal are forwarded to the Editor-in-Chief or to a deputy Editor-in-Chief for assigning referees.

Referees observe ethics and do not use scientific information made available to them during examination for their own purposes before article publication in open media.

The Editorial Board observes ethic rules regarding confidentiality of scientific information contained in articles before its publication in open media.

Referee examination procedure

1. Initial examination (max. 1 month). The manuscript is forwarded for examination to a member of the Editorial Team or an outer referee (an expert, Dr.Sci. or Ph.D.) whose scientific specialization is as close as possible to the subject of the article.

1.1. In case of approval and the referee’s opinion ‘recommended for publication’ the article is added to the portfolio of manuscripts accepted for publication. Positive referee opinion is not a sufficient condition for article publication.

1.2. If the referee’s opinion is ‘recommended for publication subject to the correction of the deficiencies revealed by the referee’, the article and the referee’s report are forwarded to the communicating author with a proposal to take referee comments into account when preparing a new manuscript or disapprove them (fully or in part) in a reasoned manner. If not agreeing with the referee or the editor the authors should provide brief and clear reasons for their opinion. After correction the article is forwarded for examination to the same referees.

If no corrected manuscript is received within 1 month after forwarding the referee reports the article is rejected.

The communicating author may contact the Editorial Board and extend the period of corrections one time.

1.3. If there are 1 positive and 1 negative referee opinions the manuscript is forwarded to a third referee.

1.4. If there are 2 negative referee opinions (‘not recommended’) the manuscript is rejected, and an appropriate notification is sent to the authors.

2. Secondary examination (max. 2 weeks). The manuscript with corrections taking into account referee comments is forwarded to referees for approving the corrected manuscript.

In case of discrepancies the manuscript is forwarded to another referee. In case of repeated negative referee opinion the article is finally rejected.

3. The final decision regarding article publication is made by the Editorial Board of the Journal.

 

Indexation

Articles in "Izvestiya Vysshikh Uchebnykh Zavedenii. Materialy Elektronnoi Tekhniki" ("Materials of Electronics Engineering") are indexed by several systems:

  • Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
  • Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

Publishing Ethics

Editorial Board’s Ethics

The Editorial Board, the Editorial Team and the Founders of the Journal observe publishing ethics and authors rights, adhering to the rules contained in the Publication Ethics and Publication Malpractice Statement provided by Springer (www.springer.com) based on the ethic codes and standards by the COPE (Committee on Publishing Ethics) (www.publicationethics.org) and other leading publishers and scientific communities (http://singaporestatement.org/statement.html). Adherence to ethics is important for ensuring the high quality of scientific publications, public confidence to scientific activity results and adequate recognition of authors’ merits.

We emphasize the necessity to avoid falsification, plagiarism and self-plagiarism, practice of sending manuscripts with the same content to more than one magazine, duplication of similar data in multiple articles, false attribution of authorship and misleading the scientific community regarding the actual contribution of authors to publications.

The Editorial Board guarantees unprejudiced examination of all manuscripts submitted for publication based on their scientific value determined by the importance of the addressed issues and tasks, presentation clarity and the justification and authenticity of scientific results reported in articles. The Editorial Board reserves the right to check manuscripts for plagiarism (using appropriate software) and data duplication in authors’ other publications. The Editorial Board reserves the right to reject a manuscript if two negative opinions of leading experts invited as referees are received and duly analyzed at an Editorial Team meeting. The Editorial Board provides authors with referee opinions subject to confidentiality of referees’ personal data. 

Authors’ Ethics

Manuscript authors adhere to ethics and bear responsibility for absence of plagiarism in their manuscript (unfair referencing); they also guarantee absence of result falsification, authenticity of the results and their reproducibility by the methods reported in the manuscript.

Manuscript authors bear joint responsibility for the contents of the article being published and for absence of any information that can be treated as State secret or commercial secret of the sponsoring organization. All the authors should make valuable contribution to the study the results of which are published.

Authors assume the obligation not to send the same or similar manuscripts (containing copied illustrations) to the editorial boards of more than one magazine before receiving the final conclusion of our Journal. 

Referees’ Ethics

Referees adhere to ethics and guarantee absence of conflict of interests when accepting manuscripts for examination.

Referees observe confidentiality of the information contained in manuscripts.

Referees do not use scientific information made available to them during examination in their own interests.

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
